Jupiter Planning Commission Approves Bear’s Club Expansion and Shoppes of Jupiter Modernization
JUPITER, FL — The Town of Jupiter Planning & Zoning Commission greenlit two major local developments during its Tuesday night regular meeting, voting to recommend approval for a significant infrastructure overhaul at The Bear’s Club and a comprehensive architectural facelift at the Shoppes of Jupiter commercial plaza.
The meeting, presided over by Acting Chair Beth Kelso, saw swift consensus on the residential front but sparked debate during the commercial review, ultimately concluding nearly two hours later with clear recommendations forwarded to the Town Council.
Unanimous Approval for The Bear’s Club Enhancements
The Commission first tackled a quasi-judicial application regarding the prestigious Bear’s Club community, a sprawling 400.9-acre property. The Property Owners Association (POA) sought a Planned Unit Development (PUD) amendment and site plan approval to execute a multi-phase security and infrastructure upgrade near its secondary entrance.
The approved measures permit the conversion of approximately 0.8 acres of common area to widen Bears Club Drive, easing traffic flow at the secondary access point off Frederick Small Road. Additionally, the plan carves out a 0.6-acre site for a new POA maintenance facility building (Phase 1C) and introduces a manned guardhouse to reinforce neighborhood security.
To facilitate the construction, the Commission approved specific waivers governing front and side corner setbacks. The motion to recommend approval for the PUD amendment was brought forward by Commissioner Cynthia Blum and seconded by Comm. Rogol. Commissioner Michael Cassatly moved the site plan recommendation, seconded by Comm. Grabowski. Both items passed with clean 7-0 votes, reflecting strong administrative alignment with the public benefits presented in the staff report.
Debate Over Greenery Clears Way for Shoppes of Jupiter Facelift
The atmosphere grew more analytical as the board shifted focus to the Shoppes of Jupiter, located at 101 N. US Highway One. The 24.9-acre retail hub requested a site plan amendment to overhaul its architectural elevations, construct a new enclosed loading dock, modify allowable interior uses, and reconfigure sections of its high-traffic parking lot.
While commissioners generally favored the structural modernization, landscaping and environmental accountability became central friction points. Commissioner Paul Keenan proposed a motion to recommend approval, but anchored it with two binding requirements designed to protect local aesthetics:
Perpetual Vegetation Monitoring: Implementing a permanent program to monitor vegetation, adhering strictly to standard best management practices.
Mandatory Replacement: Requiring the developer to replace all dead or dying plant material on-site prior to the formal issuance of the property's Certificate of Occupancy.
The motion, seconded by Comm. Sterling, secured the board's backing but fell short of unanimity. The application advanced to the Town Council in a 6-1 vote, with Commissioner Cassatly casting the lone dissenting vote.
