Jupiter Moves Forward with Fire Services Funding Framework; Choy Selected as Vice Mayor
JUPITER, FL – At last night’s Town Council meeting, two significant actions were taken that will shape the Town’s near-term leadership and long-term public safety funding.
Fire Services Assessment Framework Advances
Council passed Ordinance 27-26 on first reading, which establishes the procedural framework for a potential non-ad valorem assessment to fund fire services and related capital needs.
Importantly, the ordinance does not impose an assessment or set any rate. Instead, it creates the mechanism by which the Town could implement such a fee, should the Council choose to do so in the future.
The ordinance will come back for a second reading on April 21, 2026. If Council decides to proceed, a resolution would be introduced on May 5 (first reading), with a final decision and rate setting scheduled for June 16, 2026.

Choy Selected as Vice Mayor
In other business, the Town Council selected Councilor Phyllis Choy to serve as Vice Mayor for the 2026–2027 term.
Choy, who has served on the Council since 2022, is known for her focus on community engagement, fiscal responsibility, and smart growth. Her colleagues praised her dedication and steady leadership.
“We look forward to her continued leadership and dedication as she helps guide the Town forward and serve the Jupiter community,” the Town stated following the vote.
The Vice Mayor presides over meetings in the Mayor’s absence and performs other duties as assigned by Council.
