Jupiter Commission Unanimously Backs Old Dixie Industrial Shift and Seaglass Condo Option

JUPITER — The Town of Jupiter Planning and Zoning Commission moved forward with two significant development recommendations during its meeting on Tuesday night, July 14, 2026. Both items on the regular agenda received unanimous 7-0 approvals from the commissioners.

Cemex Site Moves Toward Office-Warehouse Future The Commission voted 7-0 to recommend a Future Land Use Map amendment for the 0.77-acre site at 1666 North Old Dixie Highway, the former location of the Cemex plant. The property, which has been vacant since the plant’s demolition in 2024, currently lacks a land use designation.

The approval clears the way for the owner, Big Dog Development LLC, to pursue the construction of two professional office and warehouse buildings. Staff noted the change is consistent with surrounding industrial and commercial patterns and corrects a long-standing mapping error.

The proposal will now move to the Town Council for a first reading on August 18 and a second reading on September 15.

Seaglass Project Gains Rental-or-Condo Flexibility In a second unanimous 7-0 vote, the Commission recommended an amendment for the Seaglass development at 105 Rich Circle. The project, consisting of 23 multifamily units, was originally approved as a rental-only site in late 2023. The new approval grants the developer the flexibility to offer the units as either entirely rental or entirely for-sale condominiums.

The shift impacts the developer’s contribution to the Town’s housing trust fund. If the units are developed as for-sale condos, the required "in-lieu" payment for workforce housing will increase from $375,000 to $500,000. This item is scheduled for Town Council consideration on August 18.

Administrative Approvals The Commission also unanimously approved the minutes from its June 9, 2026, regular meeting.

Those previous minutes included recommendations for the Shoppes at Jupiter redevelopment and the Bear’s Club maintenance facility.

The Planning and Zoning Commission's next meeting is scheduled for August 11, 2026.
